Simply put, don't. Degeneration is a waste of a skill slot in PvE.

Oh, forgot to mention Anet is in the process of nerfing this particular skill into oblivion. Recharge has been upped to fifteen seconds as of the July 17th.

Ahh, poor Reaper's Mark ... At least it's still better than Life Transfer

Unfortunately, degen-based builds as a whole aren't too powerful in PvE - stuff dies way too fast for degen to really shine. Besides, against retarded AI... stuff like Spiteful Spirit really, REALLY shines.

Best bet? ... Use it as an energy engine, and put Price of Failure, Faintheartedness and similar curses on everything.

You could probably run Protection Prayers too with all that extra energy... just a thought.

You'd get more use out of Icy Veins, especially with the conditional AoE.

Alright, let's try to go over this proper.

If you run an elite from your own primary attribute, one as extraordinarily limited as Soul Reaping with regards to available spells, it's probably time to think outside the box when it comes to the complementary line.

My suggestion is:

Necromancer/Ritualist

Soul Reaping 12+1+3
Communing 12
Curses 3+1

[skill]Reaper's Mark[/skill][skill]Parasitic Bond[/skill][skill]Signet Of Lost Souls[/skill][skill]Anguish[/skill][skill]Disenchantment[/skill][skill]Shelter[/skill][skill]Union[/skill][skill]Flesh Of My Flesh[/skill]

Reaper's Mark and Signet Of Lost Souls combined with passive Soul Reaping used to fuel a very costly spirit line. Because of Parasitic Bond most targets can be hexed and cover-hexed to achieve Anguish's secondary effect.

Variants:

Replace [skill]Reaper's Mark[/skill] with [skill]Icy Veins[/skill], which is a better idea anyway for PvE.

Replace [skill]Parasitic Bond[/skill] with [skill]Meekness[/skill] or [skill]Shadow Of Fear[/skill]

(By the way, someone should change the skill description in the hover of these icons. They remind us of how much we've lost.)

I used it with blood skills not too effective but at least something different then the norm
